1  INTRODUCTION

1.1 This AIRAC AIP Supplement is to inform airline operators and pilots of the continued temporary deactivation of Rapid Exit Taxiway Indicator Lights (RETILs) at Runway 02C and 20C in Singapore Changi Airport.
1.2 This deactivation period is from 06 August 2026, 0901UTC until 30 September 2026, 0900UTC.
1.3 This initiative forms part of an operational evaluation and optimisation exercise, undertaken to assess system effectiveness, operational reliance, and alignment with current aircraft and runway performance.

2  TEMPORARY DEACTIVATION OF LIGHTING

2.1 As part of this structured evaluation, all RETILs along Runway 02C and 20C have been deactivated and the circuits isolated for the duration of the trial period.
2.2 The assessment aims to validate:
  1. Continued safe and efficient runway operations in the absence of RETIL,
  2. Pilot situational awareness and exit performance using existing visual aids,
  3. Effectiveness and continued need for RETIL under current operating conditions and to support long-term planning.
2.3 A total of 66 RETIL units are affected. Please refer to Annex A for their locations on Runway 02C, and Annex B for locations on Runway 20C.

3  OPERATIONAL CONSIDERATIONS

3.1 Pilots are advised to continue operations using standard runway exit procedures, supported by:
  1. Published taxiway layouts and aerodrome charts,
  2. Taxiway centreline lighting and guidance systems,
  3. Aerodrome signage and surface markings,
  4. ATC instructions and surveillance support.
3.2 Changi Airport will continue to closely monitor operational performance and safety indicators throughout the trial period.
