AIRPORT CLOSURES AND AIRSPACE RESTRICTIONS IN SUPPORT OF AERIAL ACTIVITIES PRIOR TO AND ON SINGAPORE’S NATIONAL DAY, 09 AUGUST 2025

1 INTRODUCTION

1.1 In support of Singapore's 60th National Day Celebrations, the Republic of Singapore Air Force (RSAF) will be conducting aerial activities during the NDP 2025 rehearsal days and on the actual day of NDP 2025, 09 August 2025.

2 CLOSURE OF AIRPORTS AND AIRSPACE RESTRICTIONS

2.1 Singapore Changi Airport and Changi CTR will be closed to all flight operations during the times listed in column (b) of the schedule in Annex A.

2.2 Seletar Airport and Seletar CTR will be closed to all flight operations during the times listed in column (c) of the schedule in Annex A.

2.3 Light Aircraft Training Areas (LATA) Alpha, Bravo and Charlie will be closed during the timings stated in columns (d) of the schedule in Annex A.

2.4 Sembawang ATZ and Tengah ATZ will be closed during the timings stated in columns (e) of the schedule in Annex A.

2.5 Paya Lebar CTR will be closed and altitudes of flights on ATS Route G579 between SJ/GUMPU and ATS Route B469 between SJ/PU will be restricted due to the military free-fall, fixed wing aircraft and helicopters aerial activities during the times stated in column (f) of the schedule in Annex A. During the Paya Lebar CTR closure timings, flight planning via SINJON for all Seletar departures and arrivals will not be available.

2.6 As many flights are expected to arrive at and depart from Singapore Changi Airport shortly before and after the closure of Changi CTR, airline operators are advised to plan their flights to arrive or depart well before or after the closure of Changi CTR to avoid delays.

2.7 Aircraft operators are advised to take into consideration possibilities of airborne delay and plan for sufficient fuel for at least 20 minutes of holding.

2.8 Departing aircraft from Singapore Changi Airport will be facilitated to ensure sufficient lead-time to clear the Changi CTR prior to closure. The last departing aircraft shall take off no later than 3 minutes before the airport closure time.

3 AIR TRAFFIC FLOW MANAGEMENT (ATFM) MEASURES FLIGHTS ARRIVING AT SINGAPORE CHANGI AIRPORT

3.1 ATFM measures, where necessary, will be in place to regulate the air traffic flow to match the prevailing capacity prior to and after the re-opening of Singapore Changi Airport. Please refer to AIP Singapore ENR 1.9 for details on ATFM procedures.

3.2 When ATFM ground delay programme is implemented, flights arriving at Singapore Changi Airport which are issued with a Calculated Take-Off Time (CTOT) shall comply with the restriction. The compliance window of minus 5 / plus 10 minutes will be measured for CTOT. In order to effectively manage the flow of traffic arriving at Singapore Changi Airport, flights that are non-compliant or not part of the ground delay programme can expect to receive tactical ATC actions.
