IMPLEMENTATION OF RNP 4 NAVIGATION SPECIFICATION ON ATS ROUTE M767 AND SEGMENT OF N884 WITHIN SINGAPORE FIR

1 INTRODUCTION

1.1 This AIP Supplement notifies airspace users on the implementation of RNP 4 navigation specification on ATS route M767 (between TEGID and TOMAN) and segment of N884 (between LUSMO and LAXOR) within Singapore Flight Information Region effective from 21 April 2022, 0000UTC.

1.2 On 15 November 2021, CAAS published AIC 05/2021 to notify aircraft operators on the proposed implementation plan of RNP 4 navigation specification on ATS routes M767 and segment of N884 so that aircraft operators would be able to better plan for the forward purchasing and/or retrofitting of aircraft to meet the required Performance Based Communications and Surveillance (PBCS) capabilities.

2 AIRCRAFT EQUIPAGE AND FLIGHT PLANNING

2.1 From 21 April 2022, 0000UTC, to facilitate reduction of separation between suitably equipped aircraft, aircraft operators are encouraged to acquire the relevant RNP 4 operational approval from the State of Registry or the State of Operator:

  1. RNP 4 approved and flight plan indicator

    Item 10 - “R” where R = PBN approved
    Item 18 - PBN/L1 where L1 = RNP 4

  2. Communication via Controller Pilot Data Link Communications (CPDLC) in compliance to PBCS requirements and flight plan indicator:

    i. Required Communication Performance (RCP) shall be of RCP240 integrity and indicated by “P2” in Item 10 of the flight plan

    ii. Required Surveillance Performance (RSP) shall be of RSP180 integrity and indicated by “RSP180” in Item 18 of the flight plan

2.2 For aircraft that does not meet the navigation and communication requirements for RNP 4, the existing requirements for aircraft to meet the minimum navigation requirements for RNP 10 on M767 and N884 applies. ATC separation would be applied accordingly based on RNP 10 navigation specification.

2.3 Aircraft unable to meet the minimum navigational requirements for RNP 10 but intending to operate on ATS route M767 and segment of N884 must file their flight plan to operate at FL280 or below. Operations above FL280 for these aircraft will be subjected to ATC approval.

3 CONTINGENCY PROCEDURES (INCLUDING WEATHER DEVIATION)

3.1 Contingency procedures, including weather deviation, shall be in accordance with the provisions contained in
AIP Singapore pages ENR 1.8-2 to ENR 1.8-5.

4 CANCELLATION

4.1 This AIRAC AIP Supplement will be cancelled when the contents are incorporated into AIP Singapore.
