SINGAPORE CHANGI AIRPORT - WORKS SCHEDULE AND MOVEMENT AREA RESTRICTIONS PERTAINING TO CHANGI EAST DEVELOPMENT WORKS

3 LONG CLOSURES OF RUNWAY 02L/20R AND RUNWAY 02C/20C

3.1 Runway 02L/20R and Runway 02C/20C will be closed between 1630UTC and 2200UTC nightly from 29 March 2020 to 24 October 2020 for works and maintenance on the dates indicated in columns (b) and (c) respectively. Runway 02L/20R and Runway 02C/20C will remain operational between 1630UTC and 2200UTC on the dates indicated in column (d):

3.2 For Runway 02C/20C closure from 1630UTC to 2200UTC, Taxiway EP between Taxiway L9 and Taxiway E11 will also be closed due to work in progress.

3.3 Scheduled closure timings for Runway 02L/20R and Runway 02C/20C stipulated in the AIP Singapore, section WSSS AD 2.12. item 12, paragraphs 1a) and 2a) is hereby superseded for the duration of this AIP Supplement.

4 SHORT CLOSURES OF RUNWAY 02L/20R and RUNWAY 02C/20C

4.1 Depending on which runway is closed or if both runways remain operational, the runway maintenance closures will be conducted as follows:

Before the closure of Runway 02L/20R between 1630UTC and 2200UTC, a 10 minutes maintenance closure will be conducted on Runway 02C/20C between 1605UTC and 1615UTC, and vice versa.
When the closed Runway 02L/20R or Runway 02C/20C is reopen at 2200UTC, short maintenance closure of 5 minutes scheduled to be conducted daily between 2300-2305UTC and 2320-2325UTC on Runway 02L/20R and Runway 02C/20C respectively (refer to AIP Singapore section WSSS AD 2.12 item 12, paragraphs 1b) and 2b)) will be cancelled. Instead, after the reopening of closed Runway 02L/20R or closed Runway 02C/20C at 2200UTC, a 15 minutes maintenance closure will be conducted on the other runway, i.e. Runway 02C/20C between 2315UTC and 2330UTC or Runway 02L/20R between 2300UTC and 2315UTC respectively.
If both runways remain operational, 30 minutes maintenance closure will be conducted between 1830-1900UTC and 1930-2000UTC on Runway 02L/20R and Runway 02C/20C respectively.
The table below shows the details and the maintenance closure timings depending on which runway is closed or when both runways remain operational.

5 MARKING AND LIGHTING

5.1 All unserviceable areas on taxiways or aprons will be demarcated by marker boards. The marker boards will be painted in alternate bands of red and white, and will be lighted at night and during limited visibility conditions by omni-directional fixed red lights.

5.2 All unserviceable areas 105m from Runway 02C/20C centreline will be demarcated by marker boards placed parallel to Runway 02C/20C. The marker boards will be painted in alternate bands of red and white.

6 PRECAUTIONS

6.1 During the construction period, pilots are to take note of the following at the work areas as shown in Appendix A:

Presence of construction equipment beyond 105m from Runway 02C/20C centreline and on the northern and southern ends of Runway 02C/20C threshold.
All construction equipment will be kept clear of the obstacle free zone when Runway 02C/20C is operational.
Emergency response and evacuation plan (for removal of machinery and manpower) will be in place in case of any airport emergency.
Runway 02C/20C will be closed between 1630UTC and 2200UTC on the dates specified in paragraph 3.1. All aircraft operators operating during these periods are to plan to carry sufficient contingency fuel as only one runway will be available.
