ENR 1.2 VISUAL FLIGHT RULES

An aircraft intending to operate under VFR within the Singapore FIR must be capable of maintaining a flight visibility of at least 8km and of maintaining at least 1.5km horizontally and 1,000ft vertically clear of cloud in the following areas:
  1. Within controlled airspace; and
  2. Outside controlled airspace above 3,000ft.
An aircraft flying at speeds of 140kt or less may operate under VFR at or below 3,000ft outside controlled airspace with a flight visibility of at least 1.5km. An aircraft flying at speeds above 140kt may operate under VFR with a flight visibility of at least 5km. In both cases, the aircraft must remain clear of cloud and in sight of ground or water.
Helicopters may operate with a flight visibility below 1.5km if manoeuvred at a speed that will give adequate opportunity to observe other traffic or any obstructions in time to avoid collision.
Navigation shall be accomplished by visual reference to landmarks at least every 110km (60NM).
